Jihadists like Bukhari etc make frequent threats of partition or civil war etc
Lets analyze the ground realities
India has 450 districts
In 270 districts Muslims are below 10%
In another 110 districts Muslims are between 10% and 20%
In about 60 districts Muslims are over 20% and in about 10 districts, Muslims are in majority.
By concentrating paramilitary forces on districts which are over 20% Muslim, the threat is essentially neutralized.
